This study aims to examine the phenomenon of the "brain drain"—the migration of scientific minds from their home countries in the Arab world to various European nations, the United States, and Canada. Driven by the pursuit of a better tomorrow, a brighter future, personal development, and improved living conditions, this migration has become a scourge that costs the Arab world billions of dollars, while the host countries reap the benefits of the expertise these individuals bring with them.
The "brain drain" in Libya is a phenomenon dictated by living conditions and encouraged by the progress seen in other parts of the world. Several negative factors have hindered sustainable development in Libya, affecting all service sectors that rely on human capital. These factors include: the lack of alignment between the educational system and the labor market; the limited involvement of Libyan intellectuals and experts in strategic planning; an allure toward Western technological achievements; and insufficient budgetary allocations for the development of scientific research.
The marginalization of science, knowledge, and scholars—along with the emigration of Libyan minds—represents a drain on human resources, particularly in the twenty-first century. During this period, Libya and most other Arab nations—especially those rich in oil—have embarked on ambitious development plans, creating an urgent need for the scientific expertise required to shoulder the associated responsibilities and meet the aspirations of their citizens.
Libya is suffering from the "brain drain"—the emigration of scientists, doctors, and engineers—at a time when the country needs them more than ever for its sustainable development programs. Their contributions are essential to achieving the desired human development.
