This study aims to develop an integrated administrative model that contributes to improving business management in local economic institutions, with a focus on applying this model at Al-Naseem Factory in Misrata. The significance of the study stems from the vital role played by the factory in supporting local economic activity, enhancing employment opportunities, and ensuring the sustainability of institutional performance, in addition to the challenges it faces, such as reliance on traditional administrative methods, weak strategic planning, unclear organizational structures, and inadequate performance evaluation systems.
The research problem centers on the main question that the study seeks to answer: How can business management at Al-Naseem Factory be developed to enhance institutional performance and increase the organization’s competitiveness?
Based on this problem, the study adopted a set of hypotheses, most notably that adopting the proposed administrative model would lead to improved institutional performance, enhanced competitiveness, and contribute to the development of planning, organizing, and controlling functions within the factory. The study employed the descriptive approach, whereby the administrative situation of the factory was analyzed through direct observation and questionnaires designed to measure administrative and operational performance, with the aim of providing accurate and objective data to support the design of the proposed model.
The significance of the study lies in its provision of a scientific and methodological framework for developing business management in local economic institutions, thereby contributing to improving operational efficiency, enhancing institutional performance, and ensuring the sustainability of the factory as a model local economic institution. The study also provides an academic and practical reference for researchers and practitioners in the fields of management and strategic planning. Furthermore, it demonstrates effective ways of linking theory with practical application in a real local environment, thereby enhancing the potential for generalizing its findings to similar institutions operating within comparable economic contexts.
Among the most important findings were the following:
Clear strategic planning: Al-Naseem Factory demonstrated a very high level of clarity regarding its vision and strategic objectives, with percentages ranging from 97.4% to 96.1%, in addition to continuous performance monitoring, which reached 98.7%.
Widespread adoption of digital transformation and sustainability: The use of digital technology in administrative operations reached 96.1%, while the adoption of renewable energy reached 98.1%, supporting operational efficiency and environmental sustainability.
