Abstract

This study examines the foundations of good governance in light of leadership models presented in the Qur’an, by investigating the values and principles governing the exercise of authority, including justice, integrity, competence, consultation (shūrā), sound administration, and the pursuit of the public interest. The Qur’anic models of Joseph (Yusuf), Saul (Talut), David (Dawud), Solomon (Sulayman), Dhul-Qarnayn, and the Queen of Sheba (Bilqis) demonstrate diverse approaches to crisis management, the selection of competent individuals, the protection of rights, and the rationalization of political decision-making. The study emphasizes that these models are not presented as exact counterparts to the institutions and structures of the modern state, but rather as value-based references and guiding principles from which contemporary governance may draw. Within the Libyan context, these principles can contribute to supporting institutional unification, strengthening mutual trust, promoting dialogue and consultation, combating corruption, and ensuring greater justice in the management and distribution of public resources
