Abstract

This study examines financial risk management in Libya as payments, banking services, and fintech become increasingly digital. It argues that digitalization does not simply create a separate category of risk; rather, it reshapes credit, liquidity, operational, compliance, and reputational risks within a more interconnected ecosystem that depends heavily on data and technology providers. The study uses a structured narrative review of recent peer-reviewed research, comparative content analysis of major international frameworks, and an applied reading of publicly available indicators from the Central Bank of Libya and the World Bank. The evidence suggests a conditional and often nonlinear relationship between digitalization and financial stability. Digital finance may strengthen efficiency, inclusion, and resilience when supported by effective governance and supervision, but it can increase operational, cyber, third-party, and competitive risk when technological adoption outpaces risk controls. The paper therefore proposes a seven-layer governance framework integrating risk appetite, data and model governance, cyber and operational resilience, quantitative monitoring, third-party risk, consumer protection and compliance, and risk-based supervision and organizational learning. It also develops an indicative supervisory dashboard and a phased implementation roadmap for Libya. The paper’s contribution lies in translating international principles into a practical governance design for a rapidly digitalizing emerging financial system, while explicitly treating the proposed framework as a policy prototype that requires field validation and calibration before formal supervisory use.
