Abstract

This study aims to develop a proposed framework for the digitalization of building permit regulations and the improvement of licensing procedures in Libya in response to the inefficiencies of the current permitting system, including fragmented institutional responsibilities, lengthy administrative procedures, paper-based documentation, and limited interoperability among public agencies. The study adopts a qualitative research approach and employs the Design Science Research (DSR) methodology to develop a conceptual framework integrating legislative, organizational, technological, and governance dimensions. The framework is informed by a comprehensive review of recent literature on digital government, digital governance, digital building permits, Building Information Modeling (BIM), Geographic Information Systems (GIS), and international best practices. The findings indicate that successful digital transformation of building permit systems requires legislative reform, business process reengineering, integrated digital platforms, institutional interoperability, and performance measurement mechanisms. The proposed framework offers a practical roadmap for supporting digital transformation and improving the efficiency, transparency, and sustainability of Libya’s building permit system (OECD, 2020; Noardo et al., 2022; Ataide et al., 2023).
