Abstract

Medical waste management is a critical issue affecting public health and the environment, particularly in countries facing challenges in healthcare infrastructure. This study aimed to evaluate the efficiency of the administrative system for medical waste management in eastern Libya, by analyzing the dimensions of planning, organization, training, control, and coordination .

The study adopted a descriptive analytical approach using quantitative methods. Data were collected from employees of Oxygen Company (18 individuals) and contracted health authorities (14 entities) using analytical questionnaires, processed statistically using SPSS   software.

The results showed that the efficiency level of the administrative system ranged between moderate and good, with coordination averaging (3.97) and resource availability (3.94), while commitment to waste classification recorded the lowest level (3.57). The results also revealed an urgent need to enhance training programs, especially for new employees, due to their      impact on reducing occupational risks and improving performance. These findings are consistent with recent studies confirming that weak administrative systems and inadequate training are the main barriers to effective healthcare waste management (Lee & Lee, 2022; Zimba et al., 2021; Aslam, 2021; Teshome et al., 2024).

The study recommends enhancing control mechanisms, developing continuous training           programs, and improving coordination systems among relevant authorities to raise the        efficiency of medical waste management and achieve environmental and health safety   standards.
